PROGRAM EVALUATION

The summative evaluation of the Indirect Costs Program (ICP) was completed in February 2009. The evaluation addressed issues related to the program, including its continuing relevance, its level of success in meeting its objectives, its efficiency, and its return on investment.

Overall, the evaluation results were positive. They showed that the need for ICP funding is still relevant and that the current level of funding is not excessive. The evaluation also found that the costs to administer the program were reasonable.

Recommendations were made, however, to strengthen the information base available for assessing impacts and the incrementality of the program. To address this, over the coming months the ICP staff will work with the academic community to establish improved program metrics, to revise the reporting forms and to improve in-house analysis capability.
